Minnesota's Oak Park Heights represents a new breed of prison called Supermax, reserved for only the most dangerous, incorrigible offenders-many of whom are kept on semi-permanent lockdown. As a means of reducing tension, Oak Park Heights has developed a plan that allows many of these deadly criminals to leave their cells during the day-if they behave.
